OUR VISION
SMART TECHNOLOGIES AT THE SERVICE OF MORE EFFICIENT AND INCLUSIVE CITIES

Around the world local governments are facing increasing urban challenges: exponential population growth, urban sprawl lead to a growing demand for accessible and quality public services. However, limited access to diversified and sustainable sources of funding impedes local governments from attending their population's needs. At the same time, citizens increasingly demand more transparency and accountability on the management of municipal budgets and public services. Thus, local administrations need to be prepared and increase their capacities by reinforcing local finances through better tax recovery; reducing costs through more efficient public services management; and improving their dialogue with citizen. SMART technologies have proven to offer opportunities to improve municipal administration. How can local governments make use of SMART Technologies in order to improve municipal service management and create more efficient and inclusive cities? What are the main challenges they are facing?

OUR MISSION
THE URAÍA PLATFORM

SMART technologies such as applications via mobile phones, sensors or smart cards offer considerable opportunities to improve local administration and increase the connectivity, inclusiveness and efficiency of territories. However, choosing the right products and mechanisms can be a challenge for local governments, while sharing experiences with other peers is a key for the success of a SMART project. The Uraía Platform was created in this perspective as a space of exchange between local governments and their partners about the possibilities offered by the introduction of new technologies to local public management. The Platform aims at facilitating the access to information, offering capacity-building opportunities, and fostering experimentation in three specific aspects of city management: municipal finances (how can local governments increase local revenues?); management of public services and infrastructure (how can local governments increase public services efficiency and reduce costs?); transparency and accountability (how can local governments create channels for citizen participation and dialogue?).

INSTITUTIONAL
FMDV & UN HABITAT

The Uraía Platform was established in collaboration between two international institutions working to improve urban life quality around the world: UN-Habitat and the Global Fund for Cities Development (FMDV). Both organizations believe that SMART technologies can help building stronger local governments capable of responding to urban challenges and attending their population's demands. The Local Government and Decentralization Unit of UN-Habitat work closely with both central and territorial governments to establish mechanisms of dialogue, exchange best practices and to support projects for the empowerment of local and regional governments through a fair distribution of responsibilities and resources. The FMDV is an international alliance of cities that supports local governments in finding solutions to access the necessary financial resources for sustainable urban development. Based in Paris, the FMDV has regional offices and national representations in every continent to work in close collaboration with its local partners.
